When is a law not really a law?????

When its issued by the Victorian department of Consumer Affairs / Business Licencing Authority.For those punters who are unaware, in Victoria ALL working girls offering private escort service must apply for a PCA exception to the prostitution laws. This exemption comes with some rather annoying restrictions.* PCA number must be displayed on all advertising.* No Vic advertising to include photos of more than head, shoulders and maybe a little cleveage.* NO INCALLS.  This means I come to you but CAN NOT provide a location.  This is a biggie cos they charge for a BROTHEL licence which does allow this type of visit.
Now by now I'm sure many of you are saying well thats not true cos I've seen a private girl in Melbourne at her apartment, you probably did but you broke the law in doing it. You see its not just the girl in the wrong but the punter as well. You may also be asking yourself if this is a law why can it be so easily broken.
LOL, thats my point. In Victoria the BLA issue the licences or more correctly an exemption (PCA).The Vic Consumer Affairs aand Vic police are supposed to enforce these laws. Well CA has no authority to arrest the law breakers and the VIC police no longer have a department set up to stop these crimes either.
So when is a law not a law. When not one person out there knows how to enforce it or could be bothered trying.

Yeah I agree it seems stupid but thats what the lawmakers do these days.  Its confusing especially for advertisers because VIC is different to all the other states.  For instance I have seen some girls who have their own websites split it in two so they have different pictures and text for the victorians.  This to me is a waste of time since most Victorians who look at the site will look at the other state site anyway.  Really its just inconveniencing the SPs.
